Europe felt a moment of respite on Monday, as the tension triggered by the announcement of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been contained. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of missile and drone strikes on Kyiv.
The Pattern of Peace Talks and Military Action
The chain of conflicting incidents captured the harsh reality of the outgoing year. By day, negotiation efforts are conducted: hopeful statements are issued from different nations. Considerable effort is devoted on managing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "settlement".
After-Dark Attacks
As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is able to track projectile deployments from Russian territory, a capacity provided through timely intelligence. From observation points, military aircraft that had been deployed to engage hostile aerial threats roared overhead – sophisticated military planes delivered to Ukraine by Western partners.
Shortly after, Kyiv's anti-aircraft weapons activated: several firings fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, probably provided by partner states. Every launch creates sudden vibrations, causing tremors. The brief panic quickly gives way to sober acceptance: maybe the hostile projectile won't strike its target this time, preventing destruction from ruin and further power outages.
Persistent Threats
Not long after, a automatic firearm fired at a aerial vehicle in the vicinity, part of a defensive team – almost certainly imported technology. Sadly, the bullets missed the opposing UAV – it maintained course toward its destination.
Periodically, this continued until dawn. Kyiv faced the morning news: several casualties, damage and utility failures in multiple buildings as a result of the nocturnal offensive. As always, everyone still continued their routines – living the war. But those full day encapsulated Ukraine's vital need on Western support – a reliance that European nations are demonstrably unable to substitute in the immediate future.
Failed Diplomacy
The comprehensive proposal from Washington provoked deep reactions, discussion and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.
Every new initiative from Washington follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually achieve victory. This trend will, undoubtedly, endure.
Strategic Calculations
It is convenient to criticize specific actors of repeatedly advocating Russian terms. But that does not seem to be the entire situation. Washington operates on a principle familiar among seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The American government presumes that it is impossible to compel Moscow to surrender the land that it presently holds in Ukraine's occupied territories.
The problem is that while accepting these circumstances, US leadership does nothing to discourage Russia, through diplomacy or military means, from believing that the current condition will not shift further in its advantage in the coming year.
Conflicting Perspectives
Therefore, Moscow is certain that the clock favors them – that Ukraine and its partners are nearing depletion. Their motivation to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's government remains supremely confident in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing lives and land but preventing a total frontline collapse until circumstances change in its benefit.
Present Conditions
Realistically, there are no real preconditions for a ceasefire. Now, individual motivations are coming into play: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unworkable, so that their attention does not move to internal issues. And although their task will now be considerably more difficult after recent developments, it remains highly unlikely that this will alter their fundamental strategy.
These two forces are influencing discussions.
Summary and Prospects
It took a mere seven days to eliminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the other European countries, along with calming attempts of representatives, and finally, recent disclosures, all served their function.
While new plans based on old ideas are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to change the course of events, if they remain united and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, mainly require ongoing international assistance.
